About "Foreign Talent Recruitment (NEG)"
The Affirmative is worried that foreign nationals who are invited to participate in US Dept of Energy research projects in the US are stealing intellectual property or classified materials and taking it home to hostile countries. Such nefarious activity is often called “foreign talent recruitment,” when conducted by bad countries out to get us. Plan will study and then tighten security on allowing visas for individuals. It sounds like a cool idea except for one thing: The federal government already did it in January 2019.
